This service, like the [!:SanteDB.Server.Core.Persistence.DataInitializationService] reads FHIR resource files in the configured directory and imports the data from those files (on system startup) into the CDR instance. FHIR resource files can be either .xml or .json instances.
After data is processed the import process will rename the input file as .complete and will emit an equivalent file suffixed with -response to indicate any information returned by the FHIR handler for the contained resources.
